What changes from one community to the next
The basic cause of foundation movement is the same across the West Valley: water reaching desert soil that reacts to it. What changes is the housing stock and the terrain. Older communities like Sun City and Youngtown have conventionally reinforced slabs and aging drain lines, so under-slab leaks come up often. Communities built since the mid-1990s, like Surprise, El Mirage and Buckeye, are mostly post-tension slabs, where the questions are about cracks, tendons and settled flatwork. Hillside communities like Anthem, Verrado and Estrella add cut-fill pads and slope drainage to the mix.
Who issues building permits
Permits depend on where the property sits. Incorporated cities, including Peoria, Glendale, Phoenix, Surprise, El Mirage, Youngtown, Goodyear, Avondale, Litchfield Park and Buckeye, issue their own permits. Sun City, Sun City West and Anthem are unincorporated, so permits there come from Maricopa County Planning and Development. In Peoria, start with the city’s Plan Review and Permits page.
